I think it’s because they’ve been taught to go with what talking points they’re fed. There is no moment of looking at the details and thinking, hmmm, this may not be the best idea. Then you add incompetent leaders who are feeding them the dumb ideas, and you get GIGO. This is why removing a single person from the top isn’t the greatest solution, as they might get replaced with someone a bit better at the job, and now you’ve got a worse problem. You’ve got to fix the entire thing (or as much as possible).
